Board of Appeals Grants Setback Variance for Apartment Project

The Effingham City Zoning Board of Appeals Tuesday granted a request for a variance in setback requirements. The variance concerns the Moreton-Doedtman apartment complex project off South 2nd Street, and affects setbacks off 309 South 2nd Street and 406 South 3rd Street.

City Director of Public Works Jeremy Heuerman said Jessica Moreton requested a reduction in the setback from the usual 25 feet down to zero feet. Moreton said the reduction would allow them to meet parking space requirements and would "add to the community atmosphere" of the apartment complex.

Heuerman said National Avenue to the south of the site was closed in 2002 and is unlikely to be reopened since it ran on railroad right-of-way, lessening the need for a setback.

Heuerman believes work on the first two apartment buildings at the site should begin in the next month or two.
