A Celebration of Paul’s life will be held at 10:00 AM Tuesday March 12, 2019, in the Swengel - O'Dell Funeral Home of Neoga, Illinois, with Rev. James Maroon officiating. Visitation will be held from 5:00 P.M., to 8:00 P.M., Monday, March 11, 2019, in the Swengel-O’Dell Funeral Home of Neoga, Illinois. Burial will be in the Neoga Memorial Cemetery, Neoga, Illinois.

He was born November 19, 1993, in Mattoon, Illinois, the son of Ellis and Peggy (Evans) Frailey. Paul was production worker at the Mars Petcare US of Mattoon and a former employee at the Walmart Supercenter of Mattoon.
He loved fishing, hunting and "hanging out’ with his buddies.
Paul leaves his father, Ellis (Pops) Frailey and companion, Lori Howard of rural Neoga; mother, Peggy (Mamma Bear) Frailey and companion, Kevin Bills of Mattoon; grandparents, Paul and Mildred Frailey of Neoga and Aleta Evans Stivers of Neoga; numerous aunts, uncles and cousins. He was preceded in death by his grandfathers, Norman Evans and Loyd Stivers; one uncle, Dale Evans.
