You can find about anything on YouTube.  Now, there's a story that the FedEx terminal along Outer Belt West is being set up as a FEMA camp, complete with an electrified fence.

The video shows someone driving along the perimeter of the complex.  The narrator also notices a vehicle following them after a short distance, but it goes on its way when the narrator's vehicle makes a turn.

Effingham City Administrator Jim Arndt Monday said the reason for the electrified fence is security...for them.  Arndt said FedEx has experienced some thefts at the terminal from people cutting through the fence.  That led to adding the electrified fence about a month ago.  He said local authorities have keys to gain access to the terminal in case of trouble.

No FEMA camp.
