In a political blow to Governor Pat Quinn, a Cook County judge has ruled that Illinois lawmakers must be paid.
The judge ruled that Quinn's move to veto their salary funds from the budget until they reach a pension compromise was unconstitutional.
Legislative leaders took the issue to court and Thursday a judge ordered State Comptroller Judy Baar Topinka to issue lawmakers' paychecks immediately, plus interest.
