Progress is being made toward the construction of a multi-use apartment complex in the central part of Effingham.

The City Zoning Board of Appeals Tuesday granted a setback variance allowing for construction of an eight-unit apartment building on the northwest corner of Maple Street and Clinton Avenue.

The project is being developed by BHR Investments.
