Library Board Considers Five-Year Plan

Effingham Public Library board members have retained Civil Design, Incorporated to develop a five-year capital improvement plan for the library.

Library Director Amanda McKay said the library has never had such a plan, but feels it would help with further development of the library facility.

The Board also learned that a Children's Room expansion project is ready to be let for bids. The larger area for kids should cost about $180,000.

Board members also approved the fiscal year tax levy totaling $1,189,367. That's about a $40,000 increase, but the expected increase in EAV of the library property could result in the total tax rate for the library going down.

The Board also discussed insurance rates, money market rates, and 1st Amendment issues being experienced by some libraries.
