City Council Participates in Budget Workshop

Effingham City Council members reviewed a draft Tuesday of a budget for the fiscal year that begins May 1. City Administrator Steve Miller made the presentation.
Total general fund expenditures are projected at $44.4 million. That amount is offset by almost $18 million in grant funds.
Total water fund expenditures comes to almost $5.2 million, while total sewer fund expenditures come to almost $12.8 million.
Tax Increment Financing district expenditures total about $9.6 million, while Business District Fund expenditures total almost $3.5 million. Hotel/Motel Tax expenditures come to almost $3.2 million, while Motor Fuel Tax expenditures total more than $1.8 million.
Debt service expenditures total just more than $1 million, and the Library Fund expenditures total just under $1.4 million.
In subsequent stories, we will review some of the capital projects proposed for the coming fiscal year.
While revenue sources permit many of the projects undertaken in Effingham, it was noted also that close to $20 million in grant funds supplement a lot of the expenditures.
Miller said that a public hearing on the budget will be held at the Council's first meeting in April, with final action on the measure at their meeting on April 16.
