Effingham City Plan Commission members Tuesday approved a site plan for a new home for A1 Liquors, north across Fayette Avenue from its current location.

The development would involve a two-story structure with the liquor store on the first floor and a restaurant on the second floor. A required 70 parking spaces would be achieved by utilizing remaining space on the building site, the lot east across 4th Street, and the remaining property south of the current A1 site once the Fayette Avenue reconstruction on that block is completed.

A site plan was also approved for an addition to the wood shop at John Boos and Company at 3701 South Banker, south of Thies Avenue. A better than 6,000 square foot building addition would be part of the project along with additional spray lines.

The Commission voted to recommend the City Council deny rezoning of a parcel at 909 West St. Anthony Avenue from R-2 single family residential to R-3B two and three family dwelling district. The developer is looking at various building options that include multi-family development. All of the surrounding properties are zoned single family residential.

Commission members voters to recommend the Council rezone property along Blohm Avenue, east of Veterans Drive to R-3D multiple-dwelling district with a special use permit allowing treatment of various forms of autism and spectrum disorders. The recommendation was made with a stipulation that no residential development would be a part of the project and that the special use permit would have to be revisited if the no-residential provision was ever sought to be changed.
