Teutopolis Village Board Passes Noise Abatement Ordinance

Teutopolis Village Board members have passed an ordinance designed to abate noise within the village.
The measure sets hours when the noise level must be abated. If someone is going to hold an event where the noise might last later than permitted, they should check with village officials. The ordinance is effective immediately.
The Board did not approve an ordinance regulating swimming pools. The vote among the commissioners was 3-3 and Village Board President Dave Repking broke the tie with a "No" vote. The measure isn't dead; it is expected to be back on the agenda for the Board's next meeting.
Board members hired Viking Industrial to make emergency repairs to the village water towers; $24,500 to the east tower and $19,000 to the west tower. There was also a report about a ditch along State Street where the village wants to clean out the ditch to improve drainage, and a vote was discussed for the next meeting on whether to place stop signs at Water Street at Wall Street stopping eastbound and westbound traffic.
Village Foreman Carl Pals reported that when work began on installing a sewer line for the Kingery Subdivision along Plum Street, a sewer line was found in place and in use. The thought is that the line might have been there since the 1960s, but there is no record of the line in village papers. The discovery will lead to a reimbursement to those who had been tasked with installing the new line.
There was some discussion about the planned upgrade of the village Comprehensive Plan, but the Board wanted to wait for one more proposal, so the issue was tabled to an October meeting. Also, it was agreed to utilize State funds to upgrade multiple intersections in the village along Route 40. Up to $226,000 might be utilized.
Board members approved the allocation of Tax Increment Financing funds for development of a home for Repking Eye Care along Main Street. The office will be developed along Main Street next door to Habing's Furniture. The Board also purchased two radar speed signs at a cost of $10,101, and purchased a copier for $2,200 for the water department office.
The Board approved amendments to the third agreement on TIF funds with Farmweld and Canarm. The agreements included lowering the number of required new employees at Canarm and a 2040 deadline to completing an expansion of the business located on the east edge of Teutopolis. Board members also approved an insulation bid for the maintenance shop for $11,500. The work will maintain temperatures in the building, which is where the village's new vac truck is housed.
