Moeller Reminds City Dog Owners to Leash or Fence Your Pets

Some Effingham dog owners are giving their pets too long a leash. At least that's the belief of Effingham City Commissioner Libby Moeller.

Moeller said dogs are running loose and that's a problem, especially since it's illegal.

Here is the message she posted Tuesday morning on social media:

"City residents--please properly leash and fence your dogs. It's unpleasant to be charged, chased and jumped on! If your dog is aggressive and breaks through electronic fences, be mindful. If you don't know, observe them. Adults and children run, walk and bike everyday!"

Moeller said she plans to raise the issue at the next Effingham City Council meeting.
