Teutopolis Board Approves Enterprise Zone Boundary Change

Teutopolis Village Board members Wednesday approved an expansion of the Effingham City/County Enterprise Zone boundaries. The property involved is along the east side of North 3rd Street in Effingham, but changes in the dimensions of the zone have to be approved by the Effingham City Council, the Effingham County Board and the Teutopolis Village Board, as well as other affected taxing bodies since it affects their tax revenues.

The Board met with Village Attorney Tracy Willenborg on the implications of enacting a Special Events ordinance. Many municipalities are enacting such measures since they are hosting more events. Willenborg included all possible items that could be included, so board members could decide what they want to include. Willenborg will then meet again with the board before they decide whether to adopt the measure.

Board members discussed whether they want to approve a measure regulating telecommunication towers within the village. There are currently no guidelines in place. A 199-foot tower is going up on the east side of the village but, since there are no guidelines in place, the board has no authority to regulate the tower.

There was further discussion of health insurance coverage for village employees. Two options are being considered. A new policy needs to be approved by October 1, so the Board will make a decision on a plan and vendor at their September 7th meeting.

The Board also passed a resolution approving a plat of the first addition for Kingery's Re-Subdivision. There is no sewer service to the property, so the developer is required to provide service. The resolution was approved with the stipulation that the developer will provide a surety bond to the village that the work will be done.
