Effingham Public Library board members this week continued their discussion of an expanded service area.

The library currently serves the city limits of Effingham, but there is talk of establishing a library district that would take in unserved or underserved areas around Effingham. Library Director Amanda McKay said the goal is to provide as many services to as many people as possible. The goal is to hold a referendum on the proposal in 2022.

McKay took time at this week's meeting to review past library referenda. The previous successful referendum was in 2008, on the sixth try to get a measure passed.

The library board has retained Adam Simon and Steve Mahrt of the Ancel Glink Law Firm to do the legal work needed on the effort. The board has not yet determined the area that would be part of the library district.

McKay also reviewed the board members whose terms expire in 2021, those being Matt Greider, Rod Wiethop and Jennifer Wilson. She will be checking on who wants to stay on for another term.

The Board approved the fiscal year budget and plan of service, which involves appreciation of library employees. Library employees received at least 5% pay hikes, while McKay received a 4.5% increase.

McKay also reviewed last week's Library Legislative Meetup involving a virtual gathering of most legislators and library directors in this region.
