Effingham Public Library board members discussed a return to full service during this week's meeting.

Library Director Amanda McKay said they are in a transition phase. The first floor is open for browsing, although the study rooms are still not available. Those visiting are asked to wear masks and to either wash their hands or use hand sanitizer when handling any items in the library collection.

The Board also discussed how to keep library reserves strong in the face of an economic downturn. McKay said options are to delay projects or purchases and to not replace any departing employees for the time being.

The Board passed the building and maintenance levy ordinance, which generates about $50,000 each year on a levy of .02% of the city's equalized assessed valuation; and updated policies to reflect changes enacted by the General Assembly in the spring legislative session.

McKay reported about 660 people have signed up so far for the Summer Reading program.
