City Police Arrest Two on Stolen Vehicle Charges

Effingham city police arrested two people on charges of possession of a stolen vehicle and possession of burglary tools.
City Police Assistant Police Chief Kurt Davis said 30-year-old Steven M.G. McDowell of Summerville, South Carolina and 37-year-old Jessica M Scholtes of Dubuque, Iowa, were arrested Tuesday after being spotted by a citizen in the parking lot of a local business. The citizen phoned police that it appeared McDowell and Scholtes were attempting to hot wire the vehicle. Ironically, they weren't successful since the vehicle had broken down there.
After taking the pair into custody, police found brass knuckles in Scholte's possession, along with possession of methamphetamine and drug paraphernalia.
McDowell and Scholtes were each formally charged with burglary and are next due in court on May 13.
