Illinois House Speaker Michael Madigan has penned a letter slamming unions for not cooperating in the pension reform process.

Madigan wrote, "It is time for labor to come to the table with an honest proposal that recognizes the state's serious fiscal condition and puts government employees on par with those in the private sector relative to a benefits package."

Union members fired back, saying they've offered a plan that would force them to pay more out of their own pockets and would provide at least $2.35 billion a year to stabilize the retirement funds.  They've asked lawmakers to hold off on pension reform and hold a summit, which would be designed to bring all interested parties to the table to negotiate.

Madigan says no deal on the summit.
