Illinois Governor Bruce Rauner delivered the 2018 State of the State Address over the noon hour in Springfield.

The governor called for a united effort to boost the state's economy. He also called for the means to address Legionella outbreaks at the Quincy Veterans Home, including possibly replacing the current facility.

Rauner said he was signing Wednesday an executive order that makes the Ethics Act supreme over all other laws and agreements in the state, including collective bargaining agreements.

The governor asked for legislative approval of a bill that would allow reductions in property tax through voter referendum and a measure that would put the question of term limits for state government on the ballot for the voters to decide.

Rauner also pledged to deliver a balanced budget proposal next month, after receiving criticism for the protracted budget mess that enveloped the state the past couple of years.
