Lack of State Budget Threatens CSS

For the second time in as many years, the Illinois Department of Transportation has informed Community Support Systems that contracted work services at interstate rest areas will come to a halt if lawmakers do not approve a budget by July 1.

In a letter to CSS, IDOT explained that funding is not available to support contractual obligations for rest area maintenance. IDOT has asked that CSS complete all assigned duties prior to July 1.

For over 30 years, Community Support Systems has satisfied contracted maintenance services at the National Trail Rest Area on I-70 and the Green Creek Rest Area on I-57 in Effingham County. This work opportunity provides vocational training and work opportunities to 18 area individuals with intellectual and developmental disabilities. Last year program participants of CSS performed over 19,000 hours of janitorial and maintenance duties for IDOT. CSS hires an additional seven staff members to supervise work crews.

Community Support Systems Executive Director Andy Kistler urges the public to reach out to area legislators in support of CSS and those impacted by the impending work stoppage. Kistler added that if you want to contact legislators to also contact legislative leaders such as Governor Bruce Rauner, House Speaker Michael Madigan and Senate President John Cullerton.
