Vehicle Hits Trash Can and Then Motorist

A vehicle struck a motorist in a crash just after 6pm Thursday at 2911 South Banker.

Effingham city police say a vehicle driven by 19-year-old Rachael Stephens of Effingham backed up and struck a trash can, causing the trash can to strike a vehicle owned by 46-year-old Scott Neff of Flora.

Stephens continued to back up, though, and struck Neff, who was out of his vehicle and standing behind Stephens' vehicle.

Neff was injured, but refused treatment.  Stephens was cited for operating an uninsured motor vehicle.
