Plan Commission Approves Alzheimer's Unit, Expansion at Former Southeastern Container for ADM

The Effingham City Plan Commission Tuesday approved three site plans for upcoming projects.

One project involves a facility for care for Alzheimer's Disease and other dementia cases, to be known as Autumn Gardens. The facility will be owned by Heartland Human Services and will be located next to Heartland's building at 1202 N. Fourth Street, the northwest corner of Heartland's property.

City Engineer Jeremy Heuerman said the facility will be served by a separate entrance off Fourth Street.

Commissioners also okayed a site plan for the former Southeastern Container building in the Effingham Business Park at 1200 McGrath Avenue. ADM has purchased the building and plans to construct a 16,500 square foot addition. A new processing tower is to be built there, similar to what is available at the ADM location off South Willow Street..

A third site plan was approved for Joe's Truck Lube, a truck lube and filter business. The facility will be developed at 110 South Outer Belt West, the northwest corner of Fayette Avenue and Outer Belt West. A 10,000 square foot business will be built.

Plan Commission members also recommended the City Council approve a plat of Bissell and Robes Subdivision, soon to be the site of Truck Centers, Incorporated's new truck sales and service operation off Outer Belt West. The change in the plat provides for a public trail easement on the property that would become part of the TREC trail network.

Commissioners also recommended the Council rezone 1406 East Fayette from general commercial district to light industrial district, rezone 1408 East Fayette from light industrial district to general commercial district, and grant a special use permit to allow a doggy day care facility and mobile pet grooming operation to locate at 1909 South Banker. That building is just south of Bob's Discount Home Improvement.
