County Board Cuts Raffle License Fee

The Effingham County Board Monday cut the price for raffle licenses.

The new rate will be $10/year, rather than $10/event.

The initial motion was to implement a $25 annual fee, rather than having a $10 fee for a single event, OR $25 for an annual fee.

Board member Karen Luchtefeld then suggested a $10 annual fee. County Clerk Kerry Hirtzel said that amount would still cover the cost of issuing the licenses, so the change was made.

The Board approved a bid from CIRMA for property/casualty insurance coverage for $222,030, a 5.25% decrease from last year. Also, West and Company of Effingham was retained to do the audit of the past fiscal year for a $75 increase than this past year's work.

Board members approved an increase in construction engineering costs for a recently-completed section of the TREC Trail to cover the additional time it took to complete the work, but the addition will be 80% federally funded, and TREC will cover the local share of the cost.

The Board approved a 2% pay increase for County non-union salaries, and discussed repairs to the roof on the County Office Building. The leak has stopped, but repairs are still needed. It was decided to wait on action until the adjuster takes a look at the damage this week. Board members reappointed Nick Althoff for two years to the County 911 Board, and honored County Jail Administrator Marnie Raber for 25 years' service to the Sheriff's Department.

Hirtzel reminded that the filing period for County office for the 2016 election is November 23-30, and that his office will be closed on Thanksgiving Day and the following day.
