Teutopolis village board members Wednesday discussed right of way and sewers.

The right of way question involves an area on the north end of Green Street near St. Francis Cemetery and some property owned by Swingler Construction.

Green Street at the north end bends west and connects with the frontage road leading to US Route 45 at Effingham. The old right of way, though, still extends straight north. That leaves a wedge of property where Swingler Construction would like to build an office building. The company is working with the village and with the county, which also has some interest in that area, to vacate the right of way so the property can be built on.

Village Board President Greg Hess said the project is also of interest to the village since the vacation could allow a direct route east to an area of property earmarked for a future expansion of the cemetery.

As for the sewer matters, Hess said there was discussion of four or five pipes found in a manhole on Pearl Street, south of the railroad tracks near the Knights of Columbus Hall. Hess said sanitary sewer was supposed to be inside the manhole, but clear water was found. He said one of the lines found inside the manhole runs straight north and out of town.

Hess said there are also concerns with other sewer lines in the same general area around the railroad tracks where problems with sewer backups have caused problems for a couple of homes.

The Teutopolis board also heard from Adena Rivas, representative of Smart Grid Educational Outreach, who is working on digital measuring of electrical use. Rivas said it's a better way to measure electrical usage considering the nation's aging power grid.
