City Council Approves Work on Northwest Business District

The Effingham City Council Tuesday gave the okay to develop an eligibility study for a Northwest Business District.
The District would roughly involve the area around the intersection of Keller Drive and Outer Belt West. City Administrator Jim Arndt said the study would take several months to complete. The City has been exploring ways to enhance the area for development.
Also Tuesday, the City Council:
--appointed Betsy Yager to the Tourism Advisory Board for the City
--approved the release of minutes of past closed sessions of the Council
--approved a subscription to Lexipol's Law Enforcement Policy Manual and daily training bulletins for the city police department
--accepted a proposal for a repair project for the CIPS Lake spillway
--authorized renewal of the Virgin Pulse Program with the Horton Group for a wellness for those past and present City workers in the group health insurance plan
--amended the Council Rules and Regulations to start the terms of the City Council to be elected in April at the first regular meeting of the Council in the month of May
--heard quarterly reports from Library Director Amanda McKay on progress on the new library home and on fundraising for the work, and from Arndt on the City's fiscal footing as of the end of the third quarter, with income and outgo at about what was forecast.
