This program operates on a first-come, first-served basis.  Applications may be picked up at Effingham County Senior Center, Helen Matthes Library, both Washington Savings Bank facilities, City Hall, and accessed online at  Applications must be turned into the City Administration Office located on the second floor of City Hall.  Please allow 15 to 30 minutes for an initial screening at that time.  City staff will go through the application with the applicant to make sure it is complete, and all supporting documentation is provided.  If the application is not complete, City staff will provide further instruction to the applicant.

The deadline to submit applications is March 31.
