Washington Commanders owner Daniel Snyder didn’t just permit the toxic work culture that flourished within his club for years. He participated in it and then attempted to obstruct a congressional inquiry into it.

That’s the conclusion of a final report from the House of Representatives Committee on Oversight and Reform, released Thursday. The report also slams the NFL for not cooperating with the inquiry and burying a previous, still unreleased, investigation into the matter.

The report cites allegations of harassment and abuse towards several other teams and accuses the NFL of putting the interests of league owners ahead of NFL employees.
