Mayor Bloemker has set Trick or Treat Night in the City of Effingham for Monday, October 31 from6:00 – 8:00 PM. Residents are asked to leave porch lights on if you wish to receive trick or treaters. Parents are encouraged to accompany children and check treats for a happy and safe Halloween
