Quinn Appeals Lawmaker Pay to Supreme Court

Governor Quinn is trying to block lawmakers from getting their next paycheck.

Quinn has filed an appeal to the state's Supreme Court against a ruling that says he violated the constitution when he cut their pay from the budget. 

Quinn's move comes after a lower court ruled he "changed" lawmakers' salaries in the middle of their terms, which is a violation, but Quinn argues the original intent of the constitutional provision is that salaries can't go up during the term, not down and, to prove his case, he points to at least seven instances where lawmakers have reduced their own pay mid-term.
