Governor Unveils Six-Year Transportation Improvement Plan

Governor Pat Quinn has unveiled a six-year, $12.62 billion construction program designed to improve roads and bridges throughout Illinois.

The plan is to improve more than 2,100 miles of highway and replace or rehabilitate more than 500 bridges.

The coming fiscal year's allocation includes $2.24 billion for road projects, $128 million for public transportation, $224 million for rail and $68 million for airport improvements.

Here's a look at major projects in the Effingham area over the next six years:

--Resurfacing on 14.8 miles, bridge deck overlay and bridge repair on Interstate 57, from the Fayette County line to Interstate 70 in Effingham and Clay Counties. Projects are programmed during FY 2014-2019 at a cost of $22 million. Of this total, resurfacing and bridge work on the southbound lanes from the Fayette County line to the Little Wabash River are programmed in FY 2014 at a cost of $9.2 million.

--A bridge replacement on Interstate 70 over the Kaskaskia River, 0.5 mile east of US 51 in Fayette County is programmed in FY 2014 at a cost of $47.5 million, and has been approved for Illinois Major Bridge funding.

--Resurfacing on 26.5 miles, new bridge deck, bridge joint repair, deck repair, rip rap and wing wall repair on Interstate 70, from 1 mile west of US 40 at Brownstown to Little Wabash River west of Effingham in Fayette and Effingham Counties. Projects are programmed during FY 2015-2019 at a cost of $34 million.

--Reconstruction and additional lanes for 1.7 miles, culvert extension, bridge replacement and bridge widening on Interstate 70/Interstate 57, from 4th Street in Effingham to Interstate 57 northeast of Effingham. Projects are programmed in FY 2014 at a cost of $60.5 million, and are funded through the Illinois Jobs Now! capital plan.

--Resurfacing 9.7 miles of US 40/Illinois 128, from the Fayette County line to 0.3 mile west of Lake Sara Road in Effingham County, is programmed during FY 2015-2019 at a cost of $3.4 million.

--A bridge replacement on US 45 over Green Creek, 1.5 miles south of the Shelby County line in Effingham County, is programmed during FY 2015-2019 at a cost of $758,000.

--Turning lanes, land acquisition and utility adjustments on US 45 at Rickleman Avenue in Effingham are programmed in FY 2014 at a cost of $1.6 million.

--Resurfacing on 11.4 miles, horizontal and vertical realignment, bridge replacement, bridge deck replacement, bridge superstructure replacement, bridge deck repairs, a retaining wall, land acquisition and utility adjustments on US 45 from Illinois 37, south of Effingham to Bible Grove Road in Effingham and Clay Counties. Projects are programmed during FY 2014-2019 at a cost of $14.4 million. Of that total, utility adjustments and land acquisition are programmed in FY 2014 for $1.3 million.

--Bridge replacements on US 50 over Little Muddy Creek, 0.8 mile west of the Richland/Clay County line, and Big Muddy Creek at the Richland/Clay County line are programmed during FY 2015-2019 at a cost of $17.3 million, and has been approved for Illinois Major Bridge Program funding.

--Resurfacing 6.5 miles of Illinois 33, from Illinois 130 to Illinois 49 in Jasper County, is programmed during FY 2015-2019 at a cost of $2 million.

--Resurfacing on 12.9 miles of Illinois 128, from the Shelby County line to US 40 in Effingham and Fayette Counties, is programmed during FY 2015-2019 at a cost of $5.1 million.
