Illinois is missing out on putting thousands of people to work.
That's according to business and labor leaders who say the State is dragging its feet on putting rules in place to oversee the fracking industry. Several oil companies have been waiting to start drilling in Illinois, but they're pulling out and investing in other states like Indiana, where fracking is already taking place.
The Illinois Department of Natural Resources is still putting the final touches on the rules, which may not be approved until after the November election.
